Saving to MSG causes inline images appear as attacments

In my sample code (see attached), I have a EML file that I convert to MSG.

EML looks like this:

[https://www.screencast.com/t/lvt0bb1gS6 ](https://www.screencast.com/t/lvt0bb1gS6)

MSG looks like this:

[https://www.screencast.com/t/U4gxsm2qZoG ](https://www.screencast.com/t/U4gxsm2qZoG)

All inline images in the MSG is convert to attachments.

Am I doing something wrong?
