When I save this file as PDF, it adds a blank second page.
Am I missing something?

I have reproduced described above issue on my side and submitted related record in our tracking system. Your request has been linked to that record.
During investigation reported issue I noticed another issue (you probably noticed it too). Vertical text in the left column changes its alignment after rendering. I have reported about this problem by creating tracking record and linked your request to that record too.
We will keep you informed about issues resolving progress.
The issues you have found earlier (filed as WORDSNET-4203;WORDSNET-4204) have been fixed in this .NET update and in this Java update.
