Scale Scanned Document PDF

I have a document that is created by a third party software package. The document has standard report pages (8.5 X 11) mixed with scanned documents that range from 17 - 35 inches in width due to the DPI on the scanned document.

I want to know if I can go through the document page by page and down scale the large pages so that there is a uniform width (or close)

I used the SetPageSize function but it just basically crops the page and gives it that size.

I am evaluating this product mainly for this purpose and I need to know if it can be done
