When converting the document provided in attachment some table lines become hidden as the ‘div’ elements that hold cell background color overlap their borders (see attached screenshots)

We have tested the scenario using latest version of Aspose.Words for .NET 16.11.0 and have not found the shared issue. We have attached the output Html with this post for your kind reference.
Could you please share if you are using any HtmlSaveOptions? We will investigate this issue further and provide you more information on this issue.
Sorry, I’ve forgotten to mention that we use HtmlFixed. So could you please check that?
