The bottom table goes below the first two tables upon saving to HTML

When I save this document in HTML, the bottom table goes below the first two tables.

Can you look why?

@ISIWARE There is only one table in your document and set of floating shapes above it. Upon conversion to flow HTML it is not always possible to preserve an accurate position of floating shapes.
If you need an exact visual representation of your document, you should choose Html Fixed.
