We tried the last version of Aspose.Cells and we found a small issue with the test file.
The vertical align of the cell in the second row, first column is wrong as you can see in the attached screenshot.

Please check the file “Test2.xlsx”, vertical alignment of the Cell named “A2” has been set to bottom.
It is MS-Excel’s displaying issue. If you use MS-Excel to open “Test.html”, you will get the same result. So it is not an issue.
Maybe you can expand the height of the second row, you can discover that it is correct.
