With xls2pdf the page brakes get lost. In Excel the document has two pages, however the PDF has just one page, see the attached files.

Well, after investigating your issue thoroughly, I think it might be an issue with Aspose.Pdf because we do not split pages in height either, but leave it for Aspose.Pdf component to do the splitting. In your attached XML, you can see we have defined the page height and row height correctly, and according to the page height and row height, the content should be splited into two pages but the generated Pdf file gives only one page. So, I move this thread to Aspose.Pdf's forum if they can help you.

This issue is actually related to Aspose.pdf for Java. We don’t support FixedRowHeight well in the current version. I have logged this issue (PDFJAVA-6264) in our bug track system. And I will give you a notice as soon as we have resolved this problem.
