License Key Failure

The XML file is in the Webservices bin directory. The file appears to be found (when I remove the file the SetLicense throws an error).

The "Unlicenced Version" banner appears in the resulting PDF. Please advise.

Is there any way Customer Service could be provided in the US? This is my third attempt to post this issue and nothing seems to be happening.
